Hannah Dowling: „House of Lords Select Committees: parliamentary scrutiny of the UK-EU relationship“

Hannah Dowling holds a first-class honours degree from University College London in Arts and Sciences, an interdisciplinary degree which allowed her to explore her wideranging academic interests and complete a year abroad in Spain at the Universidad de Salamanca. Her undergraduate dissertation explored the representation of the House of Lords in the media.
Hannah joined the House of Lords Administration in 2018 as an EU Documents Officer, supporting the scrutiny work of the EU Select Committee. She was promoted to Research Assistant and worked for the Liaison Committee and the new COVID-19 Committee before returning to work on EU affairs in November 2020 as the National Parliament Representative to the EU. Prior to joining the Administration Hannah worked for The Constitution Unit, a think tank which researches constitutional change and the reform of political institutions.

The European Affairs Committee of the House of Lords was appointed to consider matters relating to the UK’s relationship with the EU and the European Economic Area, including the implementation and governance structures of any agreements between the UK and the EU. The Committee also scrutinizes EU documents and supports the House, as appropriate, in interparliamentary cooperation with the European Parliament and the Member States of the EU. The European Affairs Committee has appointed a Sub-Committee on the Protocol on Ireland/Northern Ireland to consider all matters related to the Protocol, including the Protocol’s overall impact on Northern Ireland and the scrutiny of EU legislation applying to Northern Ireland under the Protocol.
The lecture will discuss the structure and function of the House of Lords and, in particular, the role of the European Affairs Committee and Sub-Committee on the Protocol on Ireland/Northern Ireland. Hannah will discuss the work of House of Lords committees before the 2016 Referendum, the period running up to the UK’s departure from the EU, and the opportunities and challenges for committees  moving forward.
